HARTFORD, S.D. (AP) — The City Council in Hartford can't meet or do business in the wake of a succession of resignations after an effort last fall to recall the mayor.

The Argus Leader reports that the council canceled its Tuesday meeting and can't pay bills, accept bids or conduct any other official city business until the remaining members agree on appointing a new member so they have a quorum.

Two council members resigned after a contentious vote on recall petitions from the citizen group Growing Hartford. Council President Doyle Johnson resigned last week amid questions about the veracity of an offensive email he said had come from a Growing Hartford member.

The city's administrative and maintenance functions are still operating, so the daily lives of its 2,500 residents aren't being affected.
