They narrowed down their criteria to focus both on a city’s educational opportunities and what percentage of the population takes advantage of those opportunities.

In short, roadsnacks.net says the criteria they used to determine the dumbest cities in Minnesota is...

• The percentage of the city’s population with less than a high school education (Age 25+)
• The percentage of high school dropouts (Ages 16-19)
• Looked at the graduation rates of the entire population, not the current rates for high schoolers.
• They only looked at cities with populations greater than 5,000 thus ranking 144 cities in Minnesota.
