FORT PIERRE, S.D. (AP) - A public vote on breaks for a proposed $16 million riverfront development in Fort Pierre won't include all of the elements opponents wanted.

The City Council has accepted referral petitions regarding a boat storage area that is planned as part of the Riverwalk Landing project, and set a July 9 special election. But the council has rejected another set of petitions on zoning changes and a deferred development fee.

The council and city attorney said the second set of petitions was too broad and ambiguous, and that the council actions in question were administrative in nature and not referable anyway.

Petitioner attorney McLean Thompson Kerver says she'll take the matter to court.

Riverwalk Landing is to include a marina, restaurant and retail shops on the Missouri River.
