South Dakota had the second best fiscal condition in the country in 2012, according to a new study by the Mercatus Center at George Mason University.

The study ranked the state third that fiscal year for cash solvency, 12th for budget solvency, seventh for long-run solvency and sixth for service-level solvency.

While good news for South Dakota, according to Mercatus, the Governmental Accountability Office is pessimistic about states fiscal conditions when they examine the final FY 2013 numbers.

Overall rankings for other Northern Plains States: North Dakota, third; Nebraska fourth; Wyoming, fifth; Montana, ninth; Iowa, 18th and Minnesota 35th.
