Police Information Officer Sam Clemens says a Sioux Falls woman faces animal cruelty charges.

"We had a call about a dog that was outside and had been outside for several hours. This was in the northeast part of Sioux Falls. Animal Patrol had been working with the owner for some time. This dog didn't have any shelter, no food, no water. At the time officers were called---the air temperature was seven below and the wind chill was 20 below zero. This dog is an adult husky. But, given the conditions, its really only safe for an animal to be outside for five to ten minutes. The person that called this in saw the dog had been out around 10:00 A.M. and didn't call police until 1:00 P.M."

Clemens says 30-year-old Jessica Marie Swain was arrested and charged with misdemeanor animal neglect.

The dog was taken to the Humane Society.

The incident took place in the 1500 Block of East Gold Nugget Circle on Sunday.
