A Sioux Falls mother of four children, 24-year-old Jenna Day Foster, has been arrested after police checked out her apartment Wednesday night and found 'poor living conditions.'

"We had a call about really poor living conditions in an apartment," according to Sioux Falls Police Spokesman Sam Clemens. "The caller also indicated there were some drugs being used. The officers checked out the apartment and found in face there were bad living conditions. There was trash everywhere. There was a strong scent of urine coming from the apartment."

"The officers noticed there were some marks on three of the children that looked like cigarette burns," added Clemens. "There were some edible gummy bears that had THC on them."

Clemens says the mother faces several charges, including four counts of abuse or cruelty to a minor.

The children were placed in protective custody.
