SIOUX FALLS, S.D. (AP) — The South Dakota Board of Regents wants to freeze tuition and fees for resident on-campus students in its 2015 budget proposal.

The regents' proposal would keep costs stable by increasing state funding to cover $4.6 million in expected expenses due to a rise in the costs of salaries, benefits and inflation. The proposal includes a 3 percent salary increase and an additional 1 percent in salary enhancement for faculty and exempt staff. Inflation is assumed to be at 3 percent.

The board is also looking to increase its maintenance budget for state academic facilities.

Board members will discuss the proposal during their monthly meeting Thursday in Sioux Falls.

The budget would go to governor, who can make changes before he submits it to the Legislature.
