Rapid City Sex Offender Arrested for Soliciting Minor

RAPID CITY, S.D. (AP) — A convicted Rapid City sex offender has been arrested after he sent nude photos of himself to several minors and solicited sex from a 15-year-old girl.

The Argus Leader reports Ryan Lee Balster is facing a federal charge of enticement of a minor using the internet.

Court records show the father of a girl who had received inappropriate images from Balster contacted the Rapid City Police Department on May 22. The following day, authorities posed as a 15-year-old girl and started a text message conversation with Balster, who then sent another inappropriate image and talked about wanting to meet for sex.

Balster was arrested after he showed up at the parking lot of a high school to meet with the supposedly 15-year-old teenager.

Balster is at the Pennington County Jail. His federal court record does not list an attorney.
