SIOUX FALLS, S.D. (AP) — Sioux Falls' public works director says bulging metal panels on the outside of the $117 million Denny Sanford Premier Center won't affect its opening in the fall.

Mark Cotter says the problem with the panels is not related to structural issues. But a consultant's report on the matter isn't being released to the public or even the City Council.

The city paid $5,000 for the consultant to examine the panels last month. The city attorney's office says the report is not a public record under state law.

City Attorney Dave Pfiefle says officials aren't trying to be secretive. He says the report is preliminary, and that contractors should have a chance to address the problem with the panels.
