SIOUX FALLS, S.D. (AP) — Documents show a businessman who led South Dakota's involvement in a controversial investment-for-green-card program still worked for the state when a deal was signed with his company to manage investments.

The Argus Leader reports that the agreement was distributed by the South Dakota Democratic Party on Monday.

Documents show former program administrator Joop Bollen signed a contract in 2008 with a private firm to manage money at Northern State University to recruit and manage millions of dollars in EB-5 investments.

Bollen didn't disclose that he owned that private firm, SDRC Inc. Documents show he founded the company five days before signing the deal.

Bollen has declined to comment on investigations into EB-5 since last year.
