City Council Hampered by Resignations Back in Business

HARTFORD, S.D. (AP) — City government is back in business in Hartford.

The City Council in the town of 2,500 people had been unable to meet or do business in the wake of a succession of resignations after a split vote last summer to remove the city's economic development director.

The remaining three council members and the mayor on Thursday appointed a zoning board member to fill a vacancy, giving the council a quorum. The group can once again pay bills, discuss city projects and vote on contracts.

Two council members quit in November after a contentious vote on recall petitions from the citizen group Growing Hartford. A third councilman resigned earlier this month amid questions about the veracity of an offensive email he said had come from a Growing Hartford member.
